§ 310.07. Exemptions.

The provisions of this part shall not apply to:
1.

The distribution of mail by the United States Postal Service.

2.

Newspaper, magazines, or other reading material for which a person has subscribed.

3.

Distribution of the sponsor's handbills on the sponsor's premises.
